In short
doctoricluj.ro is an independent project that gathers already-public professional information about doctors in Cluj county into a searchable directory. We do not sell data and require no sign-up. We use cookies only for advertising (Google AdSense) and only with your consent — see Advertising (Google AdSense). If you are a doctor and want your data corrected or removed, see Your rights.
1. What we publish and where it comes from
We publish professional personal data: first and last name, professional rank (senior consultant / specialist / resident), specialties and competencies, the institutions where they work, the work address, and a work phone number where it is public.
The main source is the public directory of the Cluj College of Physicians (membrii.colmedcj.ro), published there for transparency. For some doctors we supplement this with information from other public professional sources (the public Medicover and Regina Maria profiles): a profile photo, spoken languages, CV highlights and a link to the official profile. We do not collect private data such as national ID, home address, personal phone or health data.
2. Lawful basis (GDPR)
Processing relies on the legitimate interests of the operator and the public — Art. 6(1)(f) GDPR — in making information of public interest about the healthcare system more accessible, where it is already public at source. The data concerns professional activity, not private life, and we provide an easy way to object, correct and erase. We comply with Romanian Law no. 190/2018. Because we take this data from a public third-party source, and individually notifying each doctor would involve disproportionate effort, we also rely on the exemption in Art. 14(5)(b) GDPR. For advertising cookies, the basis is consent (Art. 6(1)(a) GDPR).
3. Your rights (and how to exercise them)
You have the rights of access, rectification, erasure, restriction and objection. Two quick routes:
- The correction form on each doctor's page ("I'm this doctor — update this profile"). Fastest way to fix or update data.
- Email info@pixelstocode.com. For removal from the directory, we act on the request free of charge, usually within a few business days and at most within one month (Art. 12 GDPR). We may ask for reasonable proof of identity, to protect the profile against unauthorised changes.
Removal from doctoricluj.ro does not remove the data from the official source; for that, contact the Cluj College of Physicians directly.
4. Cookies and analytics
For anonymous traffic statistics we use Cloudflare Web Analytics, which sets no cookies, does not track visitors across sites, and collects no personal data or device fingerprints; it loads without consent. We do not profile visitors. For advertising we use cookies only with your consent — see Advertising (Google AdSense).
4b. Advertising (Google AdSense)
To help cover the project's costs, we display ads served by Google AdSense (Google Ireland Ltd. and Google LLC). Ads appear only in the articles section (/articole/); the directory pages — doctor profiles, listings, map — stay ad-free.
To select ads and, where you consent, to personalise them and measure their performance, Google and its partners use cookies and similar identifiers and may process data such as your IP address, device and browser type, the pages you view, and your interaction with ads. For this processing Google acts as an independent data controller under its own policies.
Lawful basis: for advertising cookies and ad personalisation we rely on your consent — Art. 6(1)(a) GDPR and Art. 5(3) of the ePrivacy Directive (implemented in Romania by Law no. 506/2004). No advertising cookie is set and no ad is personalised before you give consent.
Consent banner: on your first visit we show a consent management window provided by Google's „Privacy & messaging” tool — a consent management platform that is Google-certified and integrated with the IAB TCF v2.2. You can accept, reject, or choose by category. If you reject, you will see at most non-personalised (contextual) ads, which are not based on a profile about you.
Withdrawing consent: you can change your choice at any time via the „Cookie / consent settings” link in the site footer. You can also manage Google's personalised ads in Google Ads Settings and opt out of third-party vendors at aboutads.info or youronlinechoices.eu.
Recipients and international transfer: the data above is shared with Google and may be processed in the United States, under the EU-US Data Privacy Framework (to which Google LLC is certified) and the European Commission's Standard Contractual Clauses. 5. Service providers and third parties
- Netlify (hosting). Like any web server, it may process technical data (IP, user-agent) in logs. When you submit the correction form, we process your name, email and message — via Netlify Forms — only to handle the request, and keep them only as long as necessary.
- Google AdSense (advertising) — see the "Advertising (Google AdSense)" section; Google acts as an independent controller and may process data in the US.
- Cloudflare (traffic statistics) — receives technical data to count visits, without cookies.
- OpenStreetMap (map tiles) — only on the Map page; when it loads, your browser contacts OSM's servers, which may log your IP per their policy.
- Outbound links (e.g. Medicover, Regina Maria) have their own policies.
We do not sell or rent personal data.
6. Retention, transfers, automated decisions
The only transfer of data outside the EEA is the one related to Google AdSense advertising, described under "Advertising (Google AdSense)" (Google, USA — EU-US Data Privacy Framework and Standard Contractual Clauses). Otherwise we do not intentionally transfer data outside the EEA. Doctors' professional data is kept only while it stays relevant to the directory and is refreshed periodically from the public source; we remove it on request. Providers' technical logs are kept short-term per their policies. We make no automated decisions with legal effect and carry out no profiling ourselves (ad personalisation is performed by Google, based on your consent). The site does not target children and does not intentionally process their data.
7. Complaints
You may complain to the Romanian DPA (ANSPDCP) (dataprotection.ro), but please contact us first — we usually resolve requests quickly.
