You can check your insured status at CNAS for free, online, in just a few minutes, using your personal numeric code (CNP). You go to the verification portal of the National Health Insurance House, enter the personal numeric code, and immediately find out whether you appear as insured or uninsured. You don’t need an account, a physical card, or a trip to the counter — the check is public and free.
Insured status matters every time you go to the family doctor, a specialist, or the hospital: if you appear as uninsured, you have access only to the minimal package of services. That is why it’s worth checking before an important appointment.
How to check online, step by step
- Access the CNAS portal for verifying insured status (the public section on cnas.ro).
- Enter the CNP of the person you are checking.
- Read the result — the system displays whether you are insured, uninsured, or in another situation, often with the date until which the status is valid.
The check uses the Health Insurance IT Platform (PIAS), the system that keeps the records of insured persons nationally. The data comes from the declarations of employers and institutions, so there may be small update delays.
What the results mean: insured, uninsured, co-insured
- Insured. You are in the records of the public system and are entitled to the full package of covered services: family doctor, specialist consultations, investigations, treatments, and hospitalizations, under the conditions of the framework contract.
- Uninsured. You do not appear with the contribution paid. You have access only to the minimal package: emergencies, diseases with endemic-epidemic potential, family planning, and monitoring of pregnancy. The rest of the services you pay in full.
- Co-insured. You are insured without separate payment, as a person dependent on an insured person — for example a spouse without their own income, or a dependent parent, under the conditions of the law. The co-insured person has the same rights as the insured person.
Do you wrongly appear as “uninsured”? What to do
It often happens that a person who works legally nonetheless appears as uninsured, due to reporting delays. The steps to resolve it:
- Ask your employer for a certificate attesting that the contributions are being paid for you. It is valid for a limited number of days and proves your insured status on the spot.
- Turn to the county Health Insurance House (for Cluj residents, CAS Cluj) with the certificate and your identity document, to have the records corrected.
- If you are a pensioner, student, or in another category, present the document attesting your status (pension slip, certificate from the educational institution, etc.).
Until it is corrected, the certificate from the employer or from CAS guarantees your access to services, so do not delay a necessary consultation.
The role of the national health card
The national health card is the document through which you confirm your insured status to the healthcare provider. It is used at consultations and at hospital discharge, for the electronic validation of services.
If you don’t have the card with you, it is lost, or non-functional, the doctor can use the alternative validation mechanisms provided for (for example, based on other identification data), so that the temporary absence of the card doesn’t leave you without care. The card nonetheless remains the standard instrument, so it’s good to have it with you.
How students, pensioners and dependents are covered
Law 95/2006 establishes the categories insured without paying an additional contribution, among them:
- Pupils and students up to a certain age, if they don’t earn income;
- Pensioners, regardless of the type of pension;
- Children and young people who are dependents, under the conditions of the law;
- Persons with disabilities, pregnant and postpartum women, as well as those covered by national health programs;
- The spouse and the parents without income, dependent on an insured person (co-insured).
If you don’t fall into any insured category and have no income, you can become insured by paying the contribution yourself through the Single Declaration at ANAF (the tax authority).
Why it’s worth checking periodically
Your status can change without you knowing — when you change jobs, when you finish your studies, or when an insurance period expires. A two-minute check on the CNAS portal spares you the surprise of being turned away at the counter. If you are from Cluj and want to choose or confirm your family doctor, you can do that after making sure you appear correctly as insured.
How to check for another person and how recent the data is
You can check the status of any person whose CNP you know — useful for a child, an elderly parent, or a family member you are helping. The result displayed is the one in the national records at the moment of the query.
Things to remember about updating:
- The data is updated periodically, based on the reports of employers and institutions, so there may be gaps of a few days between a real change (employment, retirement) and its display.
- If you have just changed your situation, check again after a few days before drawing a conclusion.
- The portal usually also shows the date until which the insured status is valid — note it down if you belong to a category with time-limited insurance.
For any discrepancy, the official document (the certificate from the employer or from CAS) takes precedence over the online display and guarantees your access to services on the spot.
